Seafarer Support
We provide comprehensive support for seafarers on international voyages, from embarkation preparation to disembarkation. We also assist with the application of collective labor agreements for foreign seafarers, as agreed between international seafarer employer organizations and labor union federations.

Laws and Regulations Concerning Seafarers
Vessels engaged in international voyages are subject to the laws of their flag state in accordance with international conventions. Seafarers on Japanese-flagged vessels, regardless of nationality, are subject to many Japanese laws (Seafarers Act, Mariners Act, Seafarers Employment Security Act, etc.), requiring various procedures such as obtaining qualifications and submitting notifications.
Foreign seafarers on Japanese merchant ships are subject to collective labor agreements concluded between international seafarer employer organizations and labor union federations. Employers must promptly handle various procedures, from pre-departure government procedures to applications and notifications for each embarkation/disembarkation. Seafarers themselves must also process ongoing applications and notifications during short port stays or shore leave.

Corporate Support Services
For international shipping companies (domestic and overseas) unfamiliar with Japanese laws and procedures or wishing to outsource such tasks, we provide the following support services, including compliance with Japanese law and procedures related to boarding Japanese-flagged vessels:
- Support for preparing employment and termination notification documents for boarding Japanese-flagged vessels
- Support for preparing application documents for the application of collective labor agreements for foreign seafarers
- Support for immigration, domestic travel, customs clearance, and airline ticket arrangements for seafarers, superintendents, manufacturer engineers, and seafarers’ families embarking/disembarking in Japan

Japanese Seafarers
- Support for preparing application documents required by the Seafarers Act, etc., for boarding Japanese-flagged vessels
- Support for preparing application documents for foreign certificates of competency and seafarer’s books for boarding foreign-flagged vessels
Foreign Seafarers
- Support for preparing application documents for seafarer’s books (Orange Book) and various certificates of competency required for boarding Japanese-flagged vessels
- Support for preparing application documents for approval certificates of foreign government-issued certificates of competency as required by the Mariners Act, etc., for boarding Japanese-flagged vessels
